Der Zugang zu Verhütungsmethoden ist ein Menschenrecht (UNFPA. 2014). Auch während
bewaffneten Konflikten, für Menschen auf der Flucht und für diejenigen, die von Naturkatastrophen betroffen sind. Allerdings erhält dieses Menschenrecht in der humanitären Hilfe nicht die entsprechende Priorität. Um diese Lücke zu schließen, entwickelt das Deutsche Rote Kreuz (DRK) in Zusammenarbeit mit der Bayer AG ein Modul zur Familienplanung (FP), das Frauen, Männern und Paaren den freien, bedarfsorientierten Zugang zu Verhütungsmethoden ermöglicht. Das Modul ist Bestandteil der Emergency Response Units (ERUs) im Bereich Gesundheit (d.h. mobiles Krankenhaus oder Klinik) welche im Katastrophenfall innerhalb von 72 Stunden eingesetzt werden können.
Ziel ist es, einen strukturierten Ansatz für Beratung und Zugang zu Verhütungsmethoden zu bieten.
Die FP-Modul folgt einem modularen Ansatz, der es ermöglicht, die verschiedenen Komponenten je nach den lokalen Bedürfnissen flexibel zu konfigurieren:
- Breites Angebot von hochwirksamen kurz- und langfristig wirkenden, reversiblen
Verhütungsmethoden.
- Portfolio von Schulungen für Fachkräfte des Gesundheitswesens, Gemeindemitarbeitenden,
Freiwillige des Rotkreuz/Rothalbmond Bewegung, sowie nationale und internationale
Mitarbeitende, um ihre Kenntnisse und Fähigkeiten zur Beratung und Anwendung von
Verhütungsmethoden in humanitären Situationen zu verbessern.
- Schriftliche Dokumente und Qualitätssicherung für die schrittweise Umsetzung wie z.B.
Handlungsempfehlungen, Stellenbeschreibungen und Instrumente zur Qualitätssicherung.
- Aufklärung, Information, Bildung und Kommunikation von der Sensibilisierung über
Bildungs- und Informationsmaterial bis hin zu speziellen Schulungsformaten
- Einführung des digitalen Dokumentations- und Gesundheitsinformationssystems des Roten
Kreuzes/Roten Halbmonds zur standardisierten Berichterstattung und Qualitätssicherung
nach internationalen. Standards.
Die vom DRK eingesetzten Hebammen verfolgen einen interdisziplinären Ansatz, zusammen mit
pflegerischem und ärztlichem Fachpersonal. Hebammen können aufgrund ihrer erworbenen, sehr spezifischen Fähigkeiten und Kenntnisse vor allem Frauen im gebärfähigen Alter vor und nach der Geburt leicht erreichen und genießen großes Vertrauen. In vielen Ländern umfasst der
Tätigkeitsbereich einer Hebamme bereits Beratung, Verschreibung und Anwendung bestimmter
Verhütungsmethoden. Das DRK sieht Hebammen in einer führenden Rolle und als Fürsprecherinnen für sexuelle und reproduktive Gesundheit und Familienplanung.

"Midwives in emergencies - advocating for women's health through family planning services"
Access to family planning (FP) services is a human right. Even in armed conflicts, for people on the move and during man-made or natural disasters. This human right is often overlooked and not prioritized when it comes to humanitarian response. The German Red Cross (DRK) is developing a module in cooperation with Bayer AG to address these shortfalls. It enables women, men, and couples to freely access and choose a contraceptive method according to their needs.
The module is an add-on to existing modules, like maternal and child health, which are part of an emergency clinic or hospital that can be deployed within 72 hours.
The aim is to provide a structured approach to FP services. The FP module follows a modular approach which allows the flexibility to configure the different components depending on local needs:
• Inclusion of a range of highly effective short- and long-term acting, reversible contraceptive methods:
Two short acting and two long acting contraceptive methods, one of them non hormonal are available at no cost for the beneficiaries and meet the needs especially for the population that we are attending too.
• Set of trainings for health care professionals, community-based workers, RC/RC volunteers, national and international staff to enhance their knowledge and skills to apply FP services in humanitarian settings:
Increased clinical and practical skills as well as knowledge in regard of family planning methods, common misbeliefs and cultural challenges are crucial to integrate sexual and reproductive health and rights activities and access to family planning services into the international emergency health response.
• Guideline, step by step implementation, job descriptions and monitoring tools:
A set of documents support the implementation process, beginning with the selection of experienced delegates as international operation project manager and support to national staff and volunteers of the Red Cross/Red Crescent Movement in their daily work, monitor and evaluate the quality of services and ensure core performance indicators are met.
• Advocacy, information, education, and communication (IEC) material:
A comprehensive approach is used to reach the people from raising awareness to education and information material and special training formats.
• Facilitation of Red Cross/Red Crescent Health Information System and documentation tool:
Digital documentation and reporting, especially in a complex crisis situation when traditional systems may be disrupted are needed to ensure patient safety and meeting international requirements at the same time.
GRC is aiming to deploy midwives as delegates for family planning based on experience that an interdisciplinary approach, including midwives, nurses and doctors, is the most effectful when it comes to FP Services. In many countries, midwives have a different scope of work, especially regarding consultations, prescription and insertation of certain contraceptive methods. Through their acquired and often very specific skills, midwives can reach especially women in childbearing age before and after birth easily and are advocates for sexual and reproductive health and family planning.
